Development of a Competency Measurement Instrument for Junior Nursing Officers

Abstract
Purpose: This study was done to develop an instrument to measure competency of Junior Nursing Officers (JNOs).

Method: Seventy-one items drawn from previous research, literature review and interviews with nursing officers were scored for content validity by 8 experts and the number of items was reduced to 56. Reliability and validity were tested using data from 236 JNOs. Data analyses were done using SPSS 12.0.

Results: Item analysis showed correlation coefficients for all items of 0.3 or above. Construct validity was tested using principal component analysis with a Varimax rotation. Seven factors were extracted : Nursing Leadership, Personal Development, Task Performance, Competitiveness, Professional Practice in Military Nursing, Organizational Commitment, and Military Knowledge. These factors accounted for 63% of the variation. The instrument showed high internal consistency(Cronbach¡¯s ¥á = 0.95).

Conclusion: The final instrument of 28 items is scored on a 7-point Likert scale and will be useful in future competency development for JNOs.
